7:01 pm, Call to Order and Roll: Present: Carol Meise, Chair; Kathleen Bigford; Laurie Colburn; Chip Meany; Pam Bruss, alternate, seated for Katie Olohan; Steve Chase, alternate, seated for Shanna Griffin. Quorum established. Also Attending Matt Monahan, CNHRPC.

Review and approval of minutes of the April 22, 2025 meeting.

Motion: Steve Chase moved to approve the April 22,2025 meeting minutes as written.

Second: Chip Meany 

Decision: 6-0, all in favor

Applications:

Expedited Application: Annexation/Boundary Line Adjustment for Joseph D. and Sally A. Torro, Map 17, Lots 44 & 47, 161 E. Main Street and 5 Greenhouse Lane, Bradford, NH 03221

Matt Monahan gave an overall summary: The applicant is seeking approval to transfer 0.15 acres from Lot 47 to Lot 44. Major areas of focus of the project include: The transfer of land is from the larger lot to the smaller lot. As the larger lot will still exceed the minimum lot size in the zoning ordinance and the smaller lot will become more conforming, there are no issues with the lot sizes.

One condition is that the bounds be set before conveying the lot.

Patrick Dombrowski presented for the applicants and reviewed the lot sizes as presented on the plan.

Motion: Pam Bruss moved to approve the application for annexation/boundary line adjustment for Map 17, Lots 44 & 47.

Second: Laurie Colburn

Decision: 6-0, all in favor

The Board briefly discussed the possibility of regional impact from this application and agreed that there was none.

Motion: Laurie Colburn made a motion to acknowledge that the application for annexation/boundary line adjustment for Map 17, Lots 44 & 47 has no regional impact.

Second: Pam Bruss

Decision: 6-0, all agreed the application has no regional impact.

Public Hearing for the same application opened at 7:13:56 pm. There was no public in attendance.

Public hearing for the public closed at 7:13:05 pm.

Planning Board deliberation: After a brief discussion the Board agreed the only condition was setting of the bounds.

Motion: Pam Bruss moved that the application for annexation/boundary line adjustment for Map 17, Lots 44 & 47 be approved with one condition: Bounds be permanently set before conveyance of the lots.

Second: Laurie Colburn        

Decision: 6-0, all in favor

Planning Board deliberation and public hearing closed at 7:18 pm.

Planning Board Communications:

Carol would like to establish a subcommittee to review the table of uses. Carol volunteered to consult with Matt on his usual in Bradford, usually 2:00 pm on Wednesday after the planning board meeting.

Laurie Colburn will be relocating and, therefore, is resigning. This is Laurie’s last meeting.
